    Most have questioned why this was not part of the Katy Freeway expansion to begin with. But then that requires foresight on the part of planners. The only foresight seems to be how much they can make later. By tearing up the Katy Freeway to put in rail.

    And how long has the Gulf Freeway been under construction?
