Say “No!” to warehousing “tender age” children

We cannot allow this.

The large vacant warehouse in downtown Houston has housed women and families who were once homeless and adults displaced by Hurricane Harvey.

Until now, however, it has never sheltered small children who are on their own in a strange country, many of them separated from their parents who were jailed after illegally crossing the southern border.

Southwest Key Programs, a Texas nonprofit that has a lucrative contract with the federal government to care for thousands of unaccompanied immigrant children, confirmed Friday it has signed a lease with the owner of the warehouse at 419 Emancipation Ave.

Its application with the state requests a general residential operating license to hold up to 240 children between the ages of “0 to 17.” Several stakeholders who work with immigrant minors said they have been told the facility would largely serve “tender age” children who are younger than 12, as well as pregnant and nursing teenagers.

Federal officials said Friday about 2,000 children have been separated from their parents between mid-April, when Attorney General Jeff Sessions announced the new zero-tolerance policy, and the end of May.

The sudden surge has overwhelmed the Office of Refugee Resettlement, which now has more than 11,400 children in their care in about 100 shelters across the country that are almost full. The ORR has issued calls to agencies that run such facilities for the government to see if they can increase their capacity and are considering housing children in tent-like structures on military bases, including in Texas.

“They are being required to house increasingly large numbers of very young children … who should have never gone to (the agency) in the first place,” said Jennifer Podkul, director of policy for Kids in Need of Defense, a Washington, D.C., advocacy group that provides services to unaccompanied minors.

Keeping such young children in a residential facility like the one proposed in Houston would represent a sharp shift from previous practice.

“My understanding is that the kids would be sleeping at this facility in Houston, and that’s surprising and would be a different structure than we’ve ever seen before for this type of population,” she said. “This would be the first one.”

Small children and pregnant teenagers are usually placed with foster parents who work with specialized organizations that contract with the federal government to provide such care. The minors spend their nights in a foster home and their days in a licensed facility for children, where they are provided services such as medical and legal screenings.

“Traditionally the government has relied on families and supported homestays for this population because of their special needs,” Podkul said. “Very young children can’t sleep through the night all the time. They have physical limitations because of their size. … I don’t know how you provide for that in such a large facility.”

In South Texas, pediatricians started sounding the alarm weeks ago as migrant shelters began filling up with younger children separated from their parents after they crossed the U.S.-Mexico border illegally.

The concerned pediatricians contacted Colleen Kraft, president of the American Academy of Pediatrics, and she flew to Texas and visited a shelter for migrant children in the Rio Grande Valley. There, she saw a young girl in tears. “She couldn’t have been more than 2 years old,” Kraft says. “Just crying and pounding and having a huge, huge temper tantrum. This child was just screaming, and nobody could help her. And we know why she was crying. She didn’t have her mother. She didn’t have her parent who could soothe her and take care of her.”

The number of migrant children in U.S. government custody is soaring — partly the result of a policy decision by the Trump administration to separate children from their parents who are being prosecuted for unlawful entry. Hundreds of the children being held in shelters are under age 13.

Medical professionals, members of Congress and religious leaders are calling on the Trump administration to stop separating migrant families. They question whether these shelter facilities are appropriate for younger children.

Pediatricians and immigrant advocates are warning that separating migrant children from their families can cause “toxic stress” that disrupts a child’s brain development and harms long-term health.

At the facility in South Texas, Kraft says, the staff told her that federal regulations prevented them from touching or holding the child to soothe her.

While shelter managers and other experts say there is no such rule, Kraft says the confusion underscores why these shelters are not the right place for young children — especially kids who have fled dangerous countries and who have just been separated from their parents. “By separating parents and children, we are doing irreparable harm to these children. The long-term concern of what we call toxic stress is that brains are not developed efficiently or effectively,” Kraft says. “And these children go on to have behavior problems, to have long-term medical problems.”

This is cruel and inhumane, and it is being done as a matter of deliberate policy. What kind of people want to separate parents from their children like this? CM Robert Gallegos, in whose district this would be, wrote this on Facebook:

The mayor will host a press conference early next week regarding the federal government’s proposal. While the City was not involved in the decision or notified beforehand, we will advocate for these children and do all we can to ensure they are cared for with compassion and dignity. Children should be with their families, not warehoused in a detention center hundreds of miles away from their parents. The Trump administration’s inhumane policy of separating families is shameful and goes against the very values our nation was founded on.

Sen. Sylvia Garcia released this statement:

This week it was discovered that federal authorities, in conjunction with contracted private partners, have signed a lease to open a baby jail to detain child immigrants just east of downtown Houston. State Senator Sylvia Garcia issued the following statement in reaction:

“Now is the time to gather together to stop this baby jail before a single child seeking refuge is locked up in our city. The Trump administration has made it clear that it will rip children away from their parents despite legal and child development experts telling them that it is unnecessary and known to cause lifelong harm. No law requires this. Humanity demands compassion. We must say as a community with one voice that jailing children away from their parents is wrong, it should not happen anywhere, and we as Houstonians will not allow it to happen here. Not now. Not ever.”

We need to hear from all of our elected officials. This is an abomination, and we cannot let it happen.

    We can’t let the Bills and Trumps of the world make this the picture that the world sees as our country. It is our country like Trump I seriously doubt that Bill or any of his immediate family has ever fought for our flag.

    Josue and Teresa could have gone to another city in Honduras where no one knew them for relief, or asked for asylum in Guatemala…..in Mexico….in Belize. Hell, based on the facts they don’t look like they qualify for asylum, the judge here just felt sorry for them because their case fell through the cracks. Most of the other families involved in the case were sent back home. I’m assuming the judge is racist, too? Theresa was venue shopping for the best gibs, which is why she ended up in the US, instead of starting her life over in another area of Honduras, or in Guatemala, or in Belize, or in Mexico, all countries she had to either go through or pass to get here.

    Manny, my preferred way to solve the problem is to build a wall so illegals like Theresa and Josue can’t get here in the first place, but since your people are fighting that tooth and nail, this is where we are at. They have to be detained, separated, and processed for removal. Hopefully we can make that process faster.

Non-criminals from the Panamanian border with Colombia to the tip of the Aleutians would be able to travel and work freely anywhere in North America. In the short term, cessation of child concentration camps would be a start.

Manny’s aforementioned Flores vs. Reno case, combined with the 9th Circuit Court ruling bring us here. Trump’s choices are either to ignore the law, or to enforce it as it is. He ran on, and won on, enforcing the law.

The result is that it is currently illegal for law enforcement to hold ANY immigrant child for more than 20 days, even if their parents have to be held longer. If the parents don’t agree to voluntarily deport, the only legal result that can occur if the law is enforced, is separation.

    The only way around this is to simply not enforce our immigration laws (as Laura Bush stupidly proposed in her recent op-ed), thereby signaling that anyone on the planet can come into our country illegally without facing ANY legal consequences so long as they enter with at least one child in tow.

    Here’s the TL:DR if you haven’t had your morning covfefe yet: This policy was put in place by liberal court judges long before Trump entered office, ironically to protect children; The only thing that changed is that the government is now enforcing our immigration laws rather than giving a free pass to illegals that enter as family units (which was previously the case).

    The only way to legally prevent adult/child separation under the clusterfuck legal standard set by Flores v. Reno and the 9th Circuit is to either A) Ignore the law and open the border to anyone and everyone who has kids, or B) Push Congress to fix this through legislation.

    All I have to do to see kids crying and being taken away from their parents is watch an episode of Cops. You know who doesn’t have their kids taken away from them? People that don’t break the law. Let me tell you how this is all going to play out.

    This started with a former Obama guy posting a picture of kids in a cage, circa the Obama era in 2014. That got called out pretty quick as an Obama era photo, the era where he invited unaccompanied minors, AKA gang members, to come here, but all the sudden this became the newest cause de jour for leftists, because the “muh culloosian” narrative no longer sells. Now I know that separating these illegal kids from their parents really does upset you…..you’re the real deal, and I believe you. For the rest, this is just the latest narrative to try and make Trump look bad, and they only care about them for the political hay they think they can make. They had nothing to say when Obama was incarcerating tens of thousands of kids, but now, ‘muh outrage!’

    Now, as to how it’s going to go, Trump did the EXACT same thing he did with DACA. He forced the issue and put it back in the hands of Congress to fix. I predict that Congress won’t actually do anything to change the law, unless an enraged citizenry gets them to do something.

    The nice thing for my side is, it’s pretty easy. There will not be a super majority of either side in Congress this go round, so the choice is, take the Trump DACA/wall/immigration deal that Trump laid out the last time and solve the problem, or do nothing and we will just keep separating kids from their parents, because that is what you do with people who have broken the law.

    I could actually go along with that, although I think it will be unworkable due to a lack of judges/prosecutors/courtrooms/etc. We make an expedited decision on the asylum claim within 14 days. Great! That means the vast majority will be sent packing in two weeks. For the ones that may have an actual claim, I don’t see how you can do the investigation needed to verify a claim in two weeks. I also don’t see how you adjudicate all these cases so quickly, given the limited resources we have.

    If we could do it, that would be great, I’d support it, and it would seem like bipartisan common sense legislation. We catch you, you’re gone no more than two weeks later, except for a few that genuinely have a shot at an asylum claim. I don’t think Dems would pass this, though, because they don’t want anyone deported, period, and this would most definitely result in prompt deportation for most. My guess is it will be DOA.

    Having said that, if the logistics could be worked out, I’d support it. Would you, Voter? How about you Manny? Do we have a consensus?

    A few problems: one of the photos of the kids in a cage was actually from 2014, during the Obama years. Another is that Senator Feinstein is all up in arms now, but “didn’t know enough” during the previous administration.

    By the way, I keep waiting for you to join me in my drive to have Mayor Turner impeached for his policies that encourage segregation. Since you are very alert to racism, I wonder why you haven’t raised the alarm about what is going on in our own community, and our voices can make a difference. My interest is somewhat selfish, though: I am sad that my neighborhood has become a gated community with a few cupcake stores and a few palatial bars that serve beer that costs $8 and has goofy labels.     All this is really good news for Trump, because all the screeching lets us know he’s right over the target. If our legislators are really in anguish about the zero tolerance program (zero tolerance being a liberal idea, by the way), then maybe they will get serious about passing Trump’s solution to the immigration issue, including that big, beautiful wall. Would have been great if they had done it back when he asked nicely, before he had to bring the pain, but at least he has their attention now.

    Congress and North Korea are more similar that one would think, and in both cases, the time for strategic patience is over.

    Also, I agree with the Methodists, I think Sessions is terrible, too, but probably for different reasons. I’m sure Trump would be happy to can him, but he can’t, because the never Trumpers in Congress won’t approve anyone else he picks, and McConnell has cancelled part of the recess to make sure Trump doesn’t sneak a recess appointment in. So hey, I don’t like Sessions either. Should have been fired the day he recused himself. You’ll notice Mueller, Rosenstein, Strzok, McCabe, and the rest of the boys were truly heavily conflicted, but they didn’t feel the need to recuse. Sessions shouldn’t have, either. My personal theory is that Sessions is the insurance policy they talked about in Andy’s office. It’s just too perfect. Neuter the AG and let everyone else run wild.

    One more thing, why not take it from the horses’ mouth? Most of the kids in DHS custody were brought here, not by the parents, but by traffickers. 10,000 of the 12,000 or so in custody weren’t even brought in by their parents. You care about the kids, so let me ask you, do you think they are better off with the traffickers, or better off safe in the care of the government?

    So, this, combined with Flores v. Reno pretty much means a mandatory return to catch and release, because we can’t jail the kids with the parents, and ‘detention is not in the best interest of families and children.’ No wonder no Pubs signed that.

    All you’re left with is your leaders crying on TV telling Trump to stop being a big meanie.

    Pro-Tip: Trump doesn’t bluff, and he doesn’t back down. You know what he wants. I posted his immigration plan for you.
